Can't access the localhost:8080/knowage

I installed , after that I try to go to localhost: 8080 / knowage and the message "Unable to access the site" appears. How to fix this problem? I use MySql server 5.7, jdk1.8.0_151 in the JAVA_HOME system variables, there are no errors in the knowage, catalina and localhost logs.

Environment knowage 7.1, windows 10 Pro, Apache-Tomcat, Google Chrome

"unable to access the site" it sound as the Tomcat is not started.
